A few months back i saw an ad on the net that sells an item one can
attach to digital cable that would allow a person to watch any
PayPerView Movie or program without the digital cable company knowing
about it.Anyone know about this item and does it really work and is
there another way one can circumvent the cable company charges for
payperview?

There are filters that block the return of purchase data. There are
caps on how many purchases that can be made - once you top out - could
be 12 could be 5, there's no more until the box is polled. Some
cablecos will shut down boxes that fail to talk back. Box will not
operate until it is polled.
