If I put a splitter on my digital cable, I can get the FM stations, but
there is a lot of static/interference (well, maybe not a lot but it's
annoying). Is there some sort of filter or something that should go on the
FM cable? thx

First, FM signals have nothing to do with the digital signals on cable.

To answer your question, you first need to be sure that the cable company in
question is actually transmitting FM radio on the cable. It's quite
possible they aren't (a lot aren't anymore) and you're just using the cable
as a very poor quality antenna to pick up the stations directly.

They do. The Cable Co wanted $20 for installation + 0.50/month for FM. When
I was there picking up my cable modem I asked the kid behind the counter if
I can do my own installation and he said "just put a splitter on it." The
first splitter I tried gave me intermittent static, so while I was in Sears
I picked up one marked "for digital cable" at abou 4x the price. No
improvement.
