Will Rogers ever offer PVR?

Ever since I read about PVRs such as TiVo, I've been waiting
impatiently for Rogers to offer PVRs (Bell ExpressVu and VideoTron are
apparently already selling them for around $500.

Both the Globe and Mail and the National Post have indicated recently
that this will be coming "soon" (see URLs below), but so far, Rogers
has been silent.

Anyone heard anything?

It's my understanding that you can't just go buy any old PVR, i.e.,
you have to buy a specially programmed one from your own cable or
satellite provider. Do I have that right?
